Speaking about the arrests for the first time, league head Adam Silver said he was "very upset" by the incidents of the past few days.

"We investigated the matter and were very transparent regarding it. Although there was that aberrational betting, we, honestly, couldn't find anything.

"The federal government has legal authority... [it] can impose penalties, can take various actions that the league office is unable to.

"So, we've been working with them from that point. Naturally, what they revealed recently was an charge.

"And two and a half years after, he still hasn't been convicted of anything, in justice to Rozier.

"Clearly, it appears unfavorable, but he's been suspended, and so it is a compromise here between upholding rights and conducting an inquiry."
